Black marketers were selling petrol and diesel at the rate of Rs 90 to 100 a litre for petrol and diesel at Rs 50 to 60 per litre.
According to sources, top officials of police department and IOC were colluding with the black marketers in siphoning the fuels at the backdoor.
Further, state Consumer Affairs, Food and Public Distribution minister Y Erabot blamed that the fuel crisis faced in the state was due to IOC authority. He alleged that the IOC officials were not willing to cope up with the situation.
IOC did not revise the transportation fare from time to time and hereby only 60 oil tankers were in service even though 300 were registered with the IOC, the minister observed.
On the other hand, IOC officials said that out of 274 oil tanker procuring petroleum products on contract basis, only 60 were in service. Besides oil tankers with 20 kilolitre capacity were refused to be escorted by the CRPF personnel on the NH-39.
Meanwhile, KYKL activist identified as Moirangthem Modhu was apprehended by troops of 15 AR while the PREPAK activist identified as Khangenbam Purnima was nabbed by 21 AR.
