Imphal, July 14 : Normal life in Naga-dominated hill areas in Manipur remained paralysed for the second day today after All Naga Students Association Manipur (ANSAM) called a 72-hour Chakka bandh since July 12 evening. The bandh is scheduled to conclude at 6 pm tomorrow.
The bandh affected normal life in Senapati, Tamenglong, Chandel and Ukhrul districts as commercial vehicles including inter-State buses stayed off the roads.
Traffic along the trouble-hit Imphal-Mao sector of NH 39 and 53 (Imphal-Jiribam sector) was also hit as no vehicles proceeded from either sides.
Main roads and streets in the hill districts wore a deserted look as vehicles including two wheelers were off the roads. No untoward incident has been reported from anywhere so far.
ANSAM called the bandh demanding review of the Manipur (Hill areas) District Council Act, 1971 which was amended in 2008 and revocation of arrest warrant against its president, David Choro and president of United Naga Council Samson Remei.
Encephalitis kills 9 in Manipur
Sobhapati Samom
Imphal, July 14 : With the official confirmation of the outbreak of Japanese Encephalitis epidemic in Manipur, the actual death toll because of the epidemic has come down to nine while around 60 have been hospitalised, according to Director of Health Services Dr Y Yaima. Earlier, Acute Encephalitis Syndrome(AES) epidemic claimed 15 lives.
The latest victim was a 80-year old woman from Thoubal Athokpam Awang Leikai village under Chief Minister O Ibobi’s constituency, sources said.
The State Health authority’s apprehension arising out of the sudden increase of rate of infection besides their inability to take up necessary measures to tackle the epidemic, has been eased after the epidemic was officially confirmed on Wednesday.
“We could take up necessary steps to combat the epidemic as it has been confirmed as Japanese Encephalitis”, Dr Yaima said. “Out of the 27 samples sent for testing, 24 have tested positive for the epidemic”.
The samples drawn from 27 patients were sent to Regional Medical Research Centre, Dibrugarh on July 6 as the State does not have a testing centre. The Health department is expecting the result of the samples sent to National Centre for Disease Control, New Delhi, by Thursday.
Since the epidemic was confirmed, a fresh look at the ongoing practice of symptomatic treatment may be required as there is no curative treatment, the Director said. Prevention is the only option, so please avoid mosquito bites, he appealed.
“It was an unfortunate tragic incident”, the officer said. “However, we are trying our best to control and prevent it”.
Meanwhile, a high level meeting of the State Health officials held here decided to intensify the awareness campaign about the epidemic through media besides taking up other preventive steps including fogging, supply of sterilised mosquito nets, etc.

UKLF clarifies, concerned
Imphal, Jul 14: United Kuki Liberation Front (UKLF) has strongly denounced the increasing rampant abductions and killings of innocent civilians in connection with monetary demands in the name of people’s liberation movement by certain organised gangsters, which often proved the naked truth of the involvement of security personnel.
In such a chaotic and complex situation, the UKLF in its desire for peaceful co-existence and equal share of development, has ceased its hostile activities against the State in the form of Suspension of Operations (SoO), said a press release issued by its Information and Publicity secretary JM Zou.
He claimed, unfortunately, some elements and some Imphal-based media reportedly mentioned UKLF in derailing developmental works and in the abduction of non-Manipuri cement trader without any spot verification and authentication, just to malign the image of the front. JM Zou said that in fact the place/location where the captive was rescued, ie Imphal East bordering Sadar Hills is not an operational area of UKLF but for KNA wing number VI. The secretary further clarified that the outfit was not involved in the abduction of a petty businessman, which has nothing to do with revolutionary movement.
He said that UKLF is of the firm belief in the principle that without economic prosperity of the ‘starved land’, the revolutionary process would not be able to march forward as desired. All the working communities/class irrespective of native and outsiders, rich and poor, small and big traders must altruistically contribute and unite for the State to prosper and bloom, JM Zou opined.
Tribal forum on Manipur sectarianism
Dimapur, July 14 (MExN): The Tribal Peoples’ Forum Manipur (TPFM) takes cognizance of “systematically campaign” allegedly by a section of the Meitei community to ignite misunderstanding and conflicts between communities living in Imphal.
“TPFM is not surprised why the Home Department of Manipur Government, where O. Ibobi, who himself is a Meitei is the concerned minister categorically maintaining silence on the projection of one sided story of the bygone ugly scenes of the ethnic clashes events in Manipur at Manipur Press Club,” the forum stated in a note today. The forum did not say what the “ugly scenes” were at “Manipur Press Club” or when.
The forum explained in its own words: “The TPFM also not surprises why the so called Meitei civil societies like United Committee Manipur and All Manipur United Clubs Organisations who them claimed working for the integrity and social harmony of Manipur remain a mute spectators. This shows that Meitei chauvinism inhabits a strong importance in their ego-centric world. The really would be hard to absorb, but the truth is that these Meiteis are communal than what it looks and that, strengthened with a very narrow-mindedness, disturb the fabric of their sane reasoning.”
The forum queried: “Is Mr. O. Ibobi planning for another such conflict? Is this not a larger game plan of the involved so called Meitei people going haywire? If not why remains a silence and all his jawans commanded to remains mute spectators of these communally intended photos exhibition organised by the one such Meitei civil society? For whose and what interests?”
Stating to condemn “all type of killings,” the forum also condemned “any activity that promotes communalism and call upon Mr. O. Ibobi led Government to acts upon those responsible for creating discordant among the different communities.”
