Lamka, Feb 21: Chura-chandpur students started picketing of Lamka College from today over government’s apathy towards their demand to increase new subjects in its curriculum, reports our Correspondent.

The students have been petitioning the Government since 2008 to introduce Geography, Socialogy, Mathematics, Computer Science and Social Work in their college curricula, but the Government have time and again ignored their petition said Immanuel Mawi Valte, the students’ union secretary.

Imphal, Feb 21 : The 63rd edition of the Zoumi festival, Zoumi Namni was celebrated at Sajik Tampak in Chandel district yesterday under the joint aegis of the Kana Area Kuki Chiefs’ Association, United Zou Organisation and the Kuki Students’ Organisation.
The celebration was graced by Chandel AC MLA Thangkholun Haokip as chief guest and Chandel ADC Chairman M Sesei as president.

Speaking at the occasion, Thangkholun Haokip observed that the Zoumi Namni celebration would help in a big way in forging unity and establishment of coordination among Zoumi people settled in different parts of Manipur and outside.

Though the festival was celebrated for Zoumi community, the festival can encompass all tribal communities like a single family, Thangkholun said.

The MLA further proposed celebration of the festival together instead of dividing the people as Simte, Chothe, Kuki and Zou. Informing that a workshop would held at Pallel on Look East Policy under the aegis of the Government of Manipur, Thangkholun invited all to the workshop.

Chandel ADC Chairman M Sesei called upon the Zou people to work with unity for development of the community just as the Nagas have been doing.

He also rejoiced at celebrating the festival once again following an understanding after it was suspended for some years.

Saying that the British had recognised Burma as the origin of Zou community, Sesei said that the Zoumi Namni, also known as Zou national day, was also celebrated in Myanmar, Malaysia, USA, Mizoram and South Korea.

Being citizens of Manipur, Zoumis settled here are Manipuris. Through coordination and cooperation with Zoumis settled outside, the community can march ahead with greater strides, Sesei said.

The celebration featured traditional dance and music programmes.

M Sesei also participated in another similar celebration held at Singtom Vangkhuo village.

Our CCpur Correspondent adds: Zomi Nam Ni was also celebrated yesterday in many places across Churachandpur district with the main event hosted at Sungdoh village by the Indo-Myanmar Zomi Nam Ni celebration committee.

President of Kuki Inpi Manipur, Thangkhosei attended the celebration as Nam Ni Pa (Father) while the President of ZRO Thang-lianpau Guite was the chief guest.

Addressing the gathering, the guests both of whom had in their own way represented the Kuki and Zomi tribes talk on the need for unity and term the two sister tribes as one.

“If our clan separated us, our dialect united us and when our dialectdetached us our clan united us,” the ZRO President said.

The celebration at Sungdoh begins on the eve of Nam Ni and showcasing of traditional dances was the night’s main attraction. The novel interactive programme on the main day saw over eighteen politicians and public leaders, elected representatives - MLAs and MDCs joining the talk show under the theme ‘we the people’.

The participants, mostly MLA enthusiasts have faced a bout of questions from the panelist, among themselves and the public. They also have an additional 5 minutes to present their plans and programmes.

“This was meant to showcase that the Zomis love democracy and opted to see a verbal duel than coercion,” said its organizer.

Musical gala and the glittering Miss contest was the night’s attraction and continued till 2am of the next day.

Imphal, Feb 1: The CDSU shut down Government offices in Chura- chandpur district since yes-terday in what it said is a ne- cessary move taken up against the Government for continually ignoring the demands that ATSUM has raised.

Impartiality in implementation of reservation and re- vocation of the State Cabinet’s decision with regard to appointment of senior MCS officers as Executive Director of the DRDAs have been cited for the agitation, by Lalkhohao Chon- gloi, CDSU president.

‘For the record, we are not against senior MCS officers, but against the State Government’s policy,’ our Churachandpur correspon-dent S Singlianmang Guite quoted Chongloi as saying.

he also contended that the agitation was taken up in consultation with student bodies in other hill districts viz Ukhrul, Senapati, Chan-del and Tamenglong. As a result of the shut-down, Government offices including the DC and SDO offices wore a deserted look today.

CCpur in the throes of water woes

NEW Delhi, Feb 2: With celebrations of Christmas and New Year over, common citizens in Churachandpur district were once again reminded of  the  water woes that the whole district is perpetually facing and which will be at its worst  as the summer sets in.

Back in midsummer 2009, the thirst for water led a team of young media enthusiast  called ‘Zogam Media Watch’ to search the internet. The group  found from the website of the DoNER ( the Ministry of development of North East region) that a whooping Rs  213.26 lakhs and Rs 204.64 lakhs were approved for construction of water supply scheme for Thanlon and Singngat sub division respectively.

Motivated by the tremendous cases of success in seeking informa-tion that common citizen rightly deserved by the use of the Right to Information Act 2005 in different places of India , the media watch group filed an application in March 2010 asking for detail information regarding the said project and status of its implementation.

The Ministry have reportedly res- ponded in June 2010 including detail documents, infor- ming that the funds for the two project for Thanlon and Singngat in Churachand-pur District, were released in July 2009 and that the State Government is required to furnish  utilization certifi-cate. The Ministry also stated that the said project is slated to be completed within 24 months from the date of sanction.

A letter received from group stated that they were apprehensive of the water scarcity and status of the project work as the time frame of two years for completion draws near and so is summer. That the construction beside being far from completion is below expectation. The group wrote that the said project is the only hope for the people of these areas. The letter also stated that due to the scarcity since past years villagers have to purchase water from tankers. The group were also apprehensive of volatile situation of areas like Thanlon and Singngat, inhabited by different ethnic communities.

It may also be mentioned that the other water supply project include Rs 2.97 crore for Saikot , Rs 3-79 crore for Chandel Rs 3.43 and Rs 2.56 for Liyai and Motbung, Senapati, Rs 6.91 for Ukhrul, Rs 7.64 for Imphal west Rs 1.25 for Sangai kot and Rs 1.25 for Changpikot.   Acco-rding to the media watch group the general public were not even aware of said water project until the group filed for information.

Lamka, Feb 2: The State’s largest district, Churachandpur today scripted a historic feat as it received the coveted award for initiative in MGNREGA adminis- tration during the MGNREGA Sammelan held at Vig- yan Bhavan in New Delhi.

Prime Minister Dr Man-mohan Singh and UPA Chairperson Sonia Gandhi presented the award to the DPC MGNREGA Chura-chandpur district Jacintha Lazarus alongside nine other districts selected from throughout the country for giving the best performances in the year 2009-10. Churachandpur, which topped the Ministry of Rural Development (MGNREGA division) list made the cut under the category, co-mmunity participation and participation for livelihood generation.

Jacintha credited the dis-trict job card holders for the rare achievement Churachandpur attained at the National level.

‘I dedicate the award to all the Job Card holders back there (Churachandpur district),’ she told The Sangai Express from New Delhi.

A group of the District MGNREGA team comprising of BDO Lamka, Man- nuamching; AE DRDA Lhunpu Haokip, three POs, an SO, a village chief and a job card holder accompanied the DPC to New Delhi for the presentation at MGNREGA Sammelan that was inaugurated by Union Minister for Rural Development and Panchayati Raj Vi- lasrao Deshmukh early today.

The DRDA Churachan-dpur district initiative in planting sapling along the town’s catchment area under MGNREGA was the main emphasis when the district made its nomination for the award sometime last year, and it is on this basis that the Ministry of Rural Development selected the district after duly assessing the district’s all-round performance and its ability in delivering the results as per the demand, said a DRDA official from New Delhi.

Lamka, Jan 18: The Kuki National Organisation today denied that it had signed any agreement with the NSCN-IM and dubbed the press report in this regard as a reflection of very low professionalism on the part of the media houses to publish such reports which have no basis.

‘The KNO bemoans such poor professionalism which reeks of sensationalism and mischief aimed at pre-emptive sabotage of discord-resolution between communities,’ said a KNO statement signed by T Stephen Kuki, its under-secretary Information and Publicity.

Stephen further said that KNO would continue to prioritize promotion of peace in the region and commit to work towards bringing about peaceful co-existence based on mutual respect between neighbouring communities in Manipur and elsewhere.

CDSU joins KSO

Lamka, Jan 18: The Churachandpur Students' Union today joined rank with the KSO in voicing dissent against the State Government’s order to appoint senior MCS officer as Executive Director of the DRDA in hill districts.

The Union is displeased to learn that the Government has adopted a parallel stand on the issue despite minutely deliberating upon it with ATSUM on 13 January and assuring a positive review of the same, CDSU said in a release.

In total contravention of the Central Government’s guidelines, the State Cabinet decision is deemed as a case of betrayal and sell-out of the concern public wishes and aspiration, it added. It further asserted that CDSU shall stand united, undeterred and shall never reverse its adopted stand. The Union also resolved to take all possible course of actions to pre-empt the assigned MCS officer from discharging its powers and duties in Churachandpur district.

Meanwhile, a separate statement of the Union said it decries the unwarranted injustice perpetrated by Manipur Police Department on the aspiring candidates for the post of Sub-Inspector and Jamedar. It is bizarre to learn that hundreds of candidates were barred from appearing in the exam, which indeed is undemocratic, unfair and unheard of, it alleged. To ensure justice and fairness on the recruitment exercise that is manifested with tacit partiality, the examination should be rescheduled for the aggrieved candidates, the Union beseeched.

KIM refutes

Imphal, January 18(HNS): Following the news item published in this newspaper about the signing of a MoU between NSCN (IM) and KNO with the involvement of certain civil organizations, the Kuki Inpi Manipur refuted the news saying that neither they nor the Kuki Nampi Palai (KNP) and the Kuki Students’ Organisation (KSO) were involved or witness to the signing. In a press release KIM said that the three organizations have no knowledge about the signing.

IMPHAL, Dec 13 : A joint meeting of the Kuki civil organisations held today at Munpi village, Chandel district has demanded extension of 6th Schedule of the Indian Constitution to the tribal inhabited areas of Manipur.

The meeting held at the head office of Gunpi Kuki Chiefs’ Association was attended by representatives of the Kuki People’s Forum, Kuki Chiefs’ Association Tengnoupal, Gunpi Area Chiefs’ Association, Kana Area Chiefs’ Association, Kuki Women Association for Human Rights, Dingpi Area Kuki Chiefs’ Association and the Thadou Students’ Association.

The meeting endorsed the UKLF’s demand for setting up Kuki (Khulmi) Development Council under 6th Schedule of the Indian Constitution.

The UKLF has already submitted a memorandum to the Prime Minister in this regard.

Later speaking to media persons, president of the Kuki People’s Forum, Chandel, Lhunthang Mate said that it has been almost five years since the Suspension of Operation (SoO) was signed in 2005.

He asserted that the time is ripe to begin political dialogue between the Government of India, Govt of Manipur and Kuki armed groups included under KNO and the UPF.

If the Government of Manipur is serious and sincerely committed to achieve its policy for equal development of both the valley and hill area of Manipur, extension of 6th Schedule is necessary particularly in view of the size of Assembly Constituencies and their electorates in the hill areas of Manipur, Lhunthang asserted.

Comparatively, the size of one Assembly constituency and its electorates represented by one hill MLA is three to four times larger than their valley counterparts.

Efforts for equal development of the hills and valley of Manipur shall never bear fruit under the present scheme of things unless a new and novel administrative mechanism for the hill area is worked out. As such, there is a need for a separate administrative unit under the provision of 6th Schedule without slightest disturbance to the territorial integrity of Manipur.

Observing that territorial integrity of Manipur is a very delicate and sensitive issue, Lhunthang asserted that any political demand compromising the territorial integrity of Manipur is not healthy to the age old harmony in the State besides being not pragmatic in the sense that Manipur is among the smallest States of the Indian Union in terms of geographical area and population.

Any idealistic proposal to carve out a separate political unit compromising the State’s territorial integrity is not feasible and practicable as that would be too fragmented unit(s).

The core issue in the hill area of Manipur is development and the only solution is application of 6th Schedule of the Indian Constitution, he asserted.

Lhunthang further appeal to the Government of India and the Government of Manipur to hold an early political dialogue with SoO signatories in order to bring a permanent political solution for the Kukis under provision of the 6th Schedule of the Indian Constitution.

A modern cultural dance was presented by the ZMC on theme “Shifting of cultivation and Cloth Making.” Six cultural troupes representing different tribes and organisations presented their cultural dances.

COPTAM's 60-hr bandh on the card
Imphal, Dec 13 : The Committee on Protection of Tribal Areas, Manipur (COPTAM) has today communicated its decision to move ahead with its proposed 60-hour general strike in all the hill districts of Manipur starting from 5 pm of December 15 and till 5 am of December 18.

Information conveyed by its information and publicity wing said that inspite of the inconveniences at this juncture, COPTAM has been compelled to go ahead with its proposed 60-hour general strike given the total indifference of the State Government.

However, during the proposed general strike media, medical, schools as well as incoming inter-State tourist buses shall be exempted from the purview of the bandh, said COPTAM.

It has appealed to the people of the State to consider the perspective in which COPTAM has launched the strike and the compulsion under which it has been fighting to restore the rights of tribals in the State, and to extend maximum support and co-operation in the interest of the tribal people.

It is worth mentioning that the 60-hour general strike in the hill districts of Manipur by COPTAM was earlier proposed on December 7 but had to be deferred in view of appeals from different civil organizations following certain programmes in the State.

The general strike follows the pending demands of the tribal body on issues ranging from overlapping census, redrawing of Jiribam district, "imposed" urbanization in Moreh, State Government’s proposed IRB battalion in Vangai and the proposal to set up the rehabilitation camp of KCP (Lallumba) at Leikun in Chandel district etc.

COPTAM had earlier said that "Compromising our ancestral land tantamount to compromising our people and future," and that "CoPTAM respected State integrity but the mere proclamation of State integrity without moral integrity of the people is meaningless."

ZHRF expresses concern
IMPHAL, Dec 13: Zomi Human Rights Foundation (ZHRF) has expressed concern over the deteriorating conditions of the indigenous tribal and their right, particularly in North Eastern region of India.

In a press release sent out on the occasion of the 62nd International Human Rights Day observed on December 10 for lasting peace and security based on Universal Declaration of Human Rights and UN Charters.

It said that there are more than 220 distinct indigenous peoples in the North-Eastern region of India which is approximately 12 pc of the total population of India (Cencus-2001).

During the colonial period, the British came to know/realize that they had dealt with the indigenous peoples in the north-east regions that differed markedly from those living in the plains and who were more strongly influenced by the main land Indian culture. They took up a policy of segregating the hill/tribal from the dominant plain peoples, it added.

Such protective regulations went far beyond merely putting the hill tracts of the region under different administrative system, the press release said.

It added, however, in the post independence period, the north-eastern region, for the last five decades or so, has experienced political unrest, insurgency and ethnic clashes. This political unrest combines two distinct conflicts: ethnic clashes among the indigenous groups and political movements against the State. The demands of the militants range from basic socio-economic equality, competition for land, political rights and regional autonomy to outright independence. Thus, the ethnic clashes and political movements go hand in hand resulting in a complex ethno-political situation. Other aspects of the region’s ethnic politic are insurgent or armed movements, ZHRF added.

The present socio-political unrest is also an offshoot of unequal power relations among the ethnic groups. In other words, the social turmoil has more to do with ethnic aspirations and an afford to protect ethnic territories and resources than political independence. By and large “mainstream” population considers the Northeast a “land of Conflict,” but very few go beyond them to understand the situations that lead to social and political unrest.

It further said, changing land relations are crucial because they affect the cultural system especially community land/chieftainship and individual rights.

Thus, the factors leading to ethnic conflicts are numerous but land and a resource is basic to all of them. Overtime land has become central to the conflicts. In the midst of such conflict situation, the human rights situation in the region has deteriorated since 1960s. Unlawful killings, recruitment of child soldiers, abductions, enforced disappearances and other human rights violations and war crime have increased. IMPHAL/Lamka, Nov 27: Vaiphei Peoples Council (VPC), the apex body of the Vaiphei tribe today sought explanation over the killing of Tatjang chief within three days even as it has issued a strongly worded statement of condemnation.

“The Vaipheis can no longer bow down before any individual or group or organization and tolerate such unwanted acts against its members without any valid reason(s) or cause(s) and will take up the matter seriously,” the VPC said.

Alleging that the armed group UKLF was behind the killing, the statement said Ngamkholet Baite was killed on November 24 at about 4.30 pm by two UKLF cadres who called him out and brought him from Tupiching village to have a meeting with 8 Assam Rifles and UKLF leaders at Aigejang post, Chandel and shot him at point blank in front of his wife at Chahmol hill in Chandel district.

It is against this backdrop that the VPC statement issued by its President P Kamkholal and General Secretary Ginkhenpau Baite has demanded the concerned organization to clarify the ‘cause of death’ within three days.

Meanwhile, Vaiphei Students’ Association (Zillai) has also flayed the killing of Ngamkholet Baite.

Saying that UKLF violated SoO ground rules by killing the chief, Zillai in a press release expressed wonder how Assam Rifles troops present in the area could not save Ngamkholet from the hand of the perpetrators.

Zillai warned that it would launch intense agitation if the culprits are not booked and necessary actions are initiated against UKLF by SoO Monitoring Cell and Assam Rifles.

Lamka, Nov 25: A cashier of the DRDA Churachandpur was found murdered under mysterious circumstances at her residence in Tuibuong here early today even as the police has started a hunt for the culprit.

The deceased has been identified as one F Thangmoi (50) w/o Asher Jamkhomang Lhungdim.

Information received by The Sangai Express said, her prolonged absence from the house since early today began to disturb the family members and made frantic calls were made to some of her colleagues to know her whereabouts.

As the family was left clueless of her whereabouts even after enquiring her colleagues, they began looking for her inside the bathroom and other isolated places, wherein they chanced upon blood stains inside her bedroom, said a source. They then informed her colleagues as well as police about the discovery.

The police on arriving at the Govt quarter she and her family were residing began looking for clues and eventually discovered her lifeless body below the house floor stacked beneath wooden pieces.

With little to cover her body when the police retrieved her body, the woman appeared to be in her sleeping-robe.

Police sources said, they believe the incident took place in between 4 and 5 in the morning. Blood stains were recovered in the bed, parts of the mosquito net, floor and on the grass outside the residence.

Closer examination of the dead body indicated that it was dragged from the main bed room through the bathroom and another unoccupied bedroom before it was stacked among the wooden pieces.

Mysteriously, the blood stains on the floor were found washed. Two of her daughters who slept in a separate room were unaware of the entire episode.

Her husband, Asher Jamkhomang Lhungdim as well claimed that his wife was still in bed when he left her for a regular morning walk.

Refusing to take any chances the police detained him for interrogation, while the dead body was taken to Imphal for autopsy.

A reliable source said, the deceased cashier had recently received a threat on her mobile phone, and interestingly the cashier’s mobile received a text message later today telling her (in Mizo) that she should learn a lesson from what she have just experience.

The police are trying their best to trace the mobile phone.

COPTAM flays

JIRIBAM, Nov 25 : The Committee on Protection of Tribal Areas Manipur (COPTAM), Tamenglong district has flayed the State Government for construction of an IRB/Commando post at Vangai Chungao village of Tousem sub-division without consent of the village authority and the local people, reports our correspondent.

The committee rued that this step of the State Government was against the interest of tribal populace in general and Kuki community in particular.

It further urged the Government to redress the grievances of people at the earliest, else intense agitation would be launched.

CDSU petitions CM for SSC exam centre

IMPHAL, Nov 25 : Pointing out that candidates from Churachandpur district face a number of inconveniences while appearing for different SSC examinations, mostly conducted at Imphal, the Churachandpur District Students’ Union (CDSU) has proposed setting up of an SSC exam centre at Churachandpur district headquarters at the earliest.

in a memorandum addressed to the Chief Minister, CDSU reminded the State Government that an MOU had been signed under which the latter agreed to recommend to the Central Government for setting up SSC exam centre at Churachandpur.

Mentioning that till September 2010 records maintained by the District Employment Exchange indicate that there are 71,125 unemployed youths in the district, the CDSU representation reasoned that presence of such a huge number of unemployed youths necessitates establishing of an SSC exam centre.

While expressing strong resentment that inspite of the agreement there is no sign of positive measures taken by the State Government on the issue, CDSU said by holding SSC examinations only at Imphal many candidates are deprived opportunity to appear in SSC examinations or similar exercise conducted by the MPSC as Imphal is prone to wildcat agitations such as bandh, blockades and strikes.

Contending that such disruptive agitations imposed in the valley areas are intended to hinder conveyance of candidates from other districts and remote areas, CDSU cited an incident on July 27, 2008 wherein bandh supporters along Tiddim Road obstructed movement of candidates from Churachandpur district who were supposed to appear in the Combined Graduate Exam 2008.

The student body also highlighted that Churachandpur district headquarters has every facilities necessary for holding SSC examinations in addition to the district being the second largest town of Manipur not only in terms of population but also in literacy rate and number of educated unemployed youths.

Meanwhile, another CDSU release deplored recent decision of the State Cabinet to appoint a Senior MCS officer for the post of Executive Director/DRDA.

The CDSU reiterates its stance in conformity to Central Govt guidelines that the post of Executive Director/DRDA be entrusted to a competent officer, preferably an IAS officer, the student body said while cautioning that failure to acknowledge sentiment of the tribal people would constraint CDSU to take appropriate action.

UNC, KIM say no to UG rehab in Chandel

Imphal, Nov 25: Joining the chorus against the Manipur Government decision of “sheltering” of the proscribed KCP of Lallumba group cadres in Chandel district, the United Naga Council (UNC) and the Kuki Inpi, Manipur (KIM) said today that they disapproved the State Government decision.

KIM and UNC, the apex social organisations of both the Kukis and the Nagas in Manipur respectively, informed NNN that they would extend their solidarity and support to the move of those tribal people of Chandel district to oppose the stationing of “KCP surrenderees” at Leikun village. UNC and KIM term the State Government decision as “anti-hill people”.

“We will stand behind the people who are fighting for their rights to live in peace in Chandel district,” pledged the UNC and KIM.

Meanwhile, normal activities have been disrupted along the Imphal-Moreh section of NH-39 following the 24-hour bandh called by Naga Students’ Union, Chandel (NSUC) and Kuki Students’ Organisation, Chandel district which started since 6 am of November 25 against the State Government decision on the KCP issue. Lamka, Nov 24: Fore-warning fellow tribals, Committee on Protection of Tribal Areas Manipur (COPTAM) today said individuals, tribal organisations and chiefs should be prepared mentally and physically as they will be forced to spearhead an intensive agitation against the State government, if the later do not honour their demands.

While the COPTAM demands for solution which are not against the State’s integrity, the concept and attitude of the Government in its step-motherly treatment of the tribals, goes be- yond it, alleged COPTAM.

The Government has a determined policy to exploit the land and rights of the tribal people, it added.

The Government still pretends to show concern for tribals while its sole intention has always been to seize maximum tribal land, COPTAM further alleged in a statement.

Dubbing Hill Areas Committee (HAC) as a toothless institution, COPTAM contended that all the HAC plans to uplift the tribals are often voted down in the State Assembly and insisted that it was originally designed to be the Hill Assembly.

The COPTAM also expressed strong reservation against the Government’s decision of rehabilitating KCP (Lallumba) surrenderees at Leikun in Chandel district.
