IMPHAL, Sept 8: Against the prescribed 100 days works in a year under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), some gram panchayat in Imphal East district of Manipur gave job for a day to its job card-holders.
Top Naoriya Gram Panchayat under Kshetrigao Assembly Constituency in Imphal East had given job to its card-holders for a day during the fiscal year 2008-2009 and 2009-10, information extracted through RTI by one Athokpam Kishorjit with regard to the works taken up in Imphal east under the MGNREGS confirmed.
According to the information, it was found that in the same district except two Gram Panchayats under the Assembly Constituency of the Rural Development and Panchayati Raj Minister, Md Allauddin, no other gram panchayat had provided 100 days jobs to the card holders. Only 30-days works were provided to the job card holders at the average while only one day job was given to the card holders of Top Naoriya Gram Panchayat of the district.
It may be mentioned that the Centre had ceased further sanction of fund for Imphal East district on account of various anomalies like work found incompatible to the sanctioned amount, failure to implement the scheme in time and inability to submit utilization certificate etc during 2009-10.
The Centre however eased its restrictions and made necessary sanction for 2010-11 which the Centre had sanctioned Rs 10,93,78,000 in two phases with strict instruction of Rs 5,92,31,000 sanctioned in the first phase of May this year.
Rs 5,01,47,000 sanctioned in the second phase was lying in the DC’s account intact without a single rupee being utilized till date.
As per guidelines of the MGNREGS, 50 per cent of the sanctioned amount should be deposited in the accounts of BDOs for Panchayats.
The remaining 50 per cent should be deposited in the account of the Chief Executive Officer or the Programme Officer or BDOs for Zilla Parishads and line departments.
The amount deposited in the first phase had been deposited in the account of BDOs for entrusting it to Panchayats.
Out of the total amount sanctioned in the first phase, around Rs 80 lakhs had been utilized so far.
