1.General Dear Ladies and Gentlemen! There are some documents/facts in supreme; on the analogy ‘Cat is out of the bag’ which are affecting our day to day economies, social - political and emotional constructs in an undoubtedly perplexed situation which need to be addressed at individual level for correct appreciation to set pathway to collective will for ushering peace in Manipur. In this paper they are raised in:-
(a)Th.Muivah’s whirlwind tour in Nagaland (now diverted to New Delhi) i.e. May-Jun- Jul 10, (b)Apprehension of two Chinese nationals namely Shakpung Kasar (Kolkata) and Munmung John Zimik (Dimapur) along with a Konyak national from Mon District namely SS Capt Tinglem Konyak returning to Jorhat after their meeting with SS Lt. Col Pamkang Konyak near Tizit on July 04 and revelations through their interrogation – particularly views of RK Meghen (UNLF Chief) (c)Merger of NNC/NSCN (K) joint declaration at Monyakshu, Nagaland (d)My visit to one SULFA leader turned contractor in Sibsagar District 10 Jul. Most of the SULFA cadres are in close contacts with NSCN (K) as is believed and true.
2.Information culled from Chinese is of interest published in a local daily here (HUEYEN-LANPAO) and some papers in Nagaland. Report quotes:
“Chinese nationals recently apprehended in Nagaland revealed that a senior level meeting between UNLF, PLA, ULFA, KYKL, PREPAK and NSCN (K) was held in Bangladesh in first week of July 2010. They discussed prevailing situation in Manipur and Nagaland and expressed their satisfaction in putting up a joint front against NSCN (IM) in Manipur. Th Muivah, General Secretary, NSCN (IM) at the same time had expressed his discontent on joint meeting of valley based insurgent groups with NSCN (K) and ULFA.

The Chinese nationals also revealed that RK Meghan, Chairman UNLF reiterated the aim to achieve independence of Manipur and integration of Kabaw valley of Burma and expressed his desire of having good relationship with NSCN (K), PLA and ULFA. In this regard the Chairman also pressed upon having strong bondage with Paresh Baruah, C-in-C of ULFA in restoring glory of Ahoms and Meitei confederacy and believed that bulk of Burmese population on border areas support ULFA’s struggle for independence and will join their confederacy for prosperity. RK Meghan also said that if Burmese people did not support the groups, how they can survive in their areas and informed that after election in Myanmar, Military Junta will lose control and people will raise their voices in uniting Kabaw with independent Manipur. The ULFA and PLA camps in Myanmar is the first step towards achieving their objective of establishing Kangleipak including Kabaw valley. The apprehended national also revealed that the PLA emphasized on aspect of having good nexus with Maoist, insurgent groups of J & K and North East. PLA declared their vision of having a joint underground group to be evolved as ‘United Front’. Maoist parties of foreign countries are keen to forge relations with them.
Chinese have promised to extend assistance only when cadre strength reaches 30,000. United Front so formed will be able to get Chinese support and fight the enemy to achieve sovereignty. PLA on its part will extend support to Burmese people for their rights in days to come”. (Extract from local daily) Unquote
3.It reveals a high level meeting in B’desh has decided to form a new front to be called as ‘UNITED FRONT’ to kick start and call for full fledged support from Chinese once the strength of their front reaches 30,000. Years back a similar idea was mooted when Nagas, VBIG, ULFA and Kuki insurgents were not divided. Today story is as different as one’s imagination. With many groups having proliferated for same or divergent or even totally a new cause and some otherwise strong groups got engaged in extortions on the pretext of purifying State Administration but getting themselves involved and mired in it. Main tug of war standing out conspicuously by its manifestations is ‘Integrity v/s Disintegrity of Manipur for bulk of the UG’s element from both the states of Manipur & Nagaland which automatically pitches civil societies too against each other hence acting as end to the cause.
4.Recent merger of NNC with NSCN(K) (July issue) despite FNR (Forum of Naga Reconciliation)
in place and Nagaland Baptist Church actively involved, is posing fresh questions i.e., stand of this
merger and FNR to NSCN(IM) position, role of Burmese Nagas involvement because of Khiamnungans with 129 villages other side of Patkai Range + Heimi ( Khaplang origin) Nagas of NW Burma viz-a-viz KIA (Kachin Independent Brigades), strongholds of NNC and NSCN(K) retrospectively.
Will NSCN(IM) stand alone now and many more queries of that sort. What will be the status of Peace Talks going on in New Delhi? Brief comments – Merger of this nature can be of great value if all armed cadres also join under one C-in-C and Political leadership is also entrusted to one leader (like AZ Phizo). Then talk at Centre level can finalize soon. There is no doubt NNC and NSCN (K) are better placed with their sanctuaries in Burmese territory with Yunnan (Chinese Tibet – KIA- Heimi axis) to Ledo road playing dormant & dominate role in insurgents movements of the NE including ULFA & others too.
5.Bangladesh high level meet between UNLF, PLA, ULFA, KYKL, PREPAK and NSCN(K) is silent
about NSCN(IM), KCP, RPF and other Islamic outfits. How can a viable "UNITED FRONT" come up without aforesaid groups to formalize as per Meghan's plan is also another puzzle. Are other
VBIGs left out at Bangladesh high level meet entrusted with a different & independent role? If so what is the agenda? PLA and UNLF camps are located inside Burma and RK Meghan claims it as first step to annex Kabow valley. In that case will Burmese authorities commute with UNLF agenda? What is for sovereignty and what is for cleansing social disorders creates doubtful situation for average citizen to contemplate, when every one aspect is pitted againsteach other and one another.
6. Yet on another front there are hundreds of letters issued by KCP-JTF (Joint Task Force) addressed to all the Govt. deptts. MLAs, social organizations, private entrepreneurs in Bishenpur district during first quarter of 2010. JTF consists of KYKL, UNLF & PREPAK only. One such sample letter is reproduced below:-

'Respected Mr.Sanayaima, At the outset KCP (JTF) pay our respect by bowing our head and remind you of certain points. Till today KCP (JTF) has not taken any PC (%) from Dept. NGO, Assn, and Private Office in its revolutionary movement, however certain sections of the society who support the Revolution had been rendering help. A General Congress Meeting (in which all the factions of KCP were invited) was held under the aegis of KYKL, UNLF & PREPAK to urge all the factions to unite and form a powerful organization.
During the meeting certain RR (Rules and Regulation) were agreed to be followed by all the organizations. An agreement, which states "any group/groups of KCP which works in contravention of the RR would be awarded Capital Punishment", was also signed. Consequent to the agreement, 13 revolutionaries who had demanded money from some place in Imphal were awarded Capital Punishment by the JTF (KYKL, UNLF, PREPAK and KCP). After the episode KCP as a recognized organization by the three organization (KYKL, UNLF, PREPAK), the three organizations had permitted KCP to take from the public, office, Dept, NGO's Assn etc. Accordingly letters were sent to various Heads of Depts. Therefore in support of the KCP (JTF) Mr. Sanayaima is requested to deposit Rs 5, 00,000 in the treasury of the organization. The organization has confidence in Mr. Sanayaima, and convey regards. Immediately on receipt of this letter please contact the following contact Nos for fixing meeting/ further communication.

7.Dead Ends Extracts of interrogation report,
letter(s) of extortion, and hundreds of thousand similar type letters flying in city news of current free
move of NSF activists in Manipur Hill Dists merger NNC/NSCN (K), declared position of NSCN (IM) on Nagalim, GOI- declared position on Manipur - No balkanization, latest position paper issued by UNC, threat to ADC elected members by UNC etc., pose many questions to the intellectuals and citizenry of Manipur & Nagaland for a careful thought to workout own logical ends. Demands (possible & impossible both) set as well projected both by UGs & frontal organizations indicate there will be no respite to ethnic tensions and human misery. It appears invitation to foreign disruptive forces through back door will provide easy pervasive interference by ISI elements into our internal affairs & flatting UG tentacles is not far back to seek. Indian Constitution Amendment No.16 (1963) leaves no ambiguity
for Indian State if it is for secession.
It says: ìIt is not possible for the state of the Union of India, to exercise any right of secession even advocacy of secession will not have the protection of the freedom of expression'. So visibility of retrogression in peace positive and suffocation by peace negative is quite glaring & evident.
In view of above Governmental machinery whose job it is to ensure peace dream come true and civil
society organizations who desire to see it happen as there are hundreds of such bodies registered with the Govt. with declared motifs of ëworking for peace' must come forward & act with innovative methods to pull the state out of stuck ñup-mode to a new high and shun egoistic approach to switch over to consultative mode. Somebody has rightly said, 'A person loves his country best, and the patriot best, who works for the development and welfare of his country' And how many are there in Nagaland and Manipur who are ready to sacrifice their self pride, aggrandizement, to raise their voices against impending peril. To end with a quote from Ernest Rennan please remember ëwhat constitutes a NATION is not speaking the same tongue or belonging to the same ethnic group , but having accomplished in common in the past and the wish to accomplish them in future' which is quite appropriate Thank you all.
