I hope you are doing great. I am delighted to hear that you are coming to India. The last time I saw you at OSU rally in Ohio battling out against belligerent Ms. Clinton. I have moved back to India since. I witnessed jubilation back home among the Indians in general and the downtrodden in particular seeing the highest office of the most powerful country gained by someone lowest in the social strata – a victory of sort for the Civil rights leader Martin Luther King Jr., your mentor.
Climbing of the ladder by an African American (if not by a son of the Muslim) was not just notional, but it was
indicative of the changing times and changing thoughts of the common working class Americans (or whites to be overt). ‘Yes, we can’ was the slogan for your campaign and you indeed could phenomenally transgressed gender and religion to convince the nation that they could be safe and sound even under a black man.The euphoria is over now and you are facing with challenges both within and outside USA and you are facing them very well, one would imagine. He is the greatest civil rights activists India has ever produced who not only built the democratic values respected by the world but is revered even today by millions in India. An Economist, a Lawyer, a Social worker, a Professor, a Politician, a Journalist and a philosopher - Dr. Ambekar wasa versatile figure. He single handedly lead non-violent movement to give the downtrodden their rights during the time when even shadow of untouchables was considered unholy. He is considered as the father of the affirmative actions in India.
He attacked the inequality in the Hinduism vociferously and argued and won the case against Gandhi during the Round table discussions over political rights of Untouchables before Independence. He finally embraced Buddhism along with millions of his followers reviving the ageold religion that took birth in this very nation. He even modeled the secular, socialist, republic, democratic structure after the Buddha’s Sangha (assembly).
Today, Dr. Ambedkar statues, from the length and breadth of the country, easily outnumber those of Gandhi
or Nehru demonstrating that his legacy has lasted more than that of the latter in modern day India. Books
and collection of his writings and speeches sell like hot cakes the day they are launched. And now we have one such statue in Columbia University Campus itself, in case you haven’t noticed it.
Dr. Ambedkar in being elevated from the lowest echelon of society compelled me to introduce you to this giant personality who still faces a bias by the higher caste dominated government agencies and Media. That’s why they would limit your exposure to the Gandhis and the Nehrus of the country and not Dr. Ambedkar. To juxtapose, imagine what the Fox news does to the African American community or its heroes. As a sedate ritual I am pretty sure India’s establishment comprising of descendents of Nehru Gandhi family would take you to the Rajghat (Gandhi’s memorial) in Delhi but they would not talk to you about Dr. Ambedkar.

I have moved back to India since. I witnessed jubilation back home among the Indians in general and the downtrodden in particular seeing the highest office of the most powerful country gained by someone lowest in the social strata – a victory of sort for the Civil rights leader Martin Luther King Jr., your mentor.
Climbing of the ladder by an African American (if not by a son of the Muslim) was not just notional, but it was
indicative of the changing times and changing thoughts of the common working class Americans (or whites to be overt). ‘Yes, we can’ was the slogan for your campaign and you indeed could phenomenally transgressed gender and religion to convince the nation that they could be safe and sound even under a black man.The euphoria is over now and you are facing with challenges both within and outside USA and you are facing them very well, one would imagine. Iraq withdrawal was your most important promise that the Americans are seeing getting fulfilled.
Today, India is agog with stories of your upcoming visit in November. Reportedly, you would be attending the
Indian parliament session during your visit. This has enthralled us all – although the speaker of the lower house Ms. Meera Kumar might be feeling edgy a la school principal during a supervisors visit unsure about the unruly crowd in the house. Amid the traditional Dhoti and Khadi clad effigies, this distinct coat and trouser clad image will be easier to identify.
The statue or image belongs to none other than the Chief Architect of India’s constitution Dr. Babasaheb Bhimarao Ambedkar (1891 -1956). He was not only a Columbia University alumnus like you but also that of London School of Economics. He was perhaps the highest qualified figure of his times despite belonging to the lowest strata of Indian social order (Untouchable). He is the greatest civil rights activists India has ever produced who not only built the democratic values respected by the world but is revered even today by millions in India. An Economist, a Lawyer, a Social worker, a Professor, a Politician, a Journalist and a philosopher - Dr. Ambekar wasa versatile figure. He single handedly lead non-violent movement to give the downtrodden their rights during the time when even shadow of untouchables was considered unholy. He is considered as the father of the affirmative actions in India.
He attacked the inequality in the Hinduism vociferously and argued and won the case against Gandhi during the Round table discussions over political rights of Untouchables before Independence. He finally embraced Buddhism along with millions of his followers reviving the ageold religion that took birth in this very nation. He even modeled the secular, socialist, republic, democratic structure after the Buddha’s Sangha (assembly).
Today, Dr. Ambedkar statues, from the length and breadth of the country, easily outnumber those of Gandhi
or Nehru demonstrating that his legacy has lasted more than that of the latter in modern day India. Books
and collection of his writings and speeches sell like hot cakes the day they are launched. And now we have one such statue in Columbia University Campus itself, in case you haven’t noticed it.
Dr. Ambedkar in being elevated from the lowest echelon of society compelled me to introduce you to this giant personality who still faces a bias by the higher caste dominated government agencies and Media. That’s why they would limit your exposure to the Gandhis and the Nehrus of the country and not Dr. Ambedkar. To juxtapose, imagine what the Fox news does to the African American community or its heroes. As a sedate ritual I am pretty sure India’s establishment comprising of descendents of Nehru Gandhi family would take you to the Rajghat (Gandhi’s memorial) in Delhi but they would not talk to you about Dr. Ambedkar.
Your mentor Martin Luther King Jr. visited India when Dr. Ambedkar was alive but met only the then prime
minister Nehru and seems to have been kept in the dark about his civil rights counterpart in India and perhaps
never came to know about him.
Please do what MLK couldn’t. Get introduced to Dr. Ambedkar and his thoughts and contribution to India’s
democratic system. This will definitely make your trip a worthwhile in the long run notwithstanding the result
of other agenda on your priority i.e. Nuclear Liability Bill or Indo-US relationship or the Kashmir issue. If you get too overwhelmed by your first trip to India, just google Dr. Ambedkar when time permits!

What is the key priority when it comes to children and God, and why are they so important and precious to Him? How should we go about raising our children according to God so as to give them true understanding and become wise and knowledgeable in God’s ways? What are God’s principles when it comes to children and how should we apply them? Jesus answers many of these questions in Mark 10 and shows us how precious children are to God.
As we examine Mark 10:13-15, we can see how precious our children are to Him though taking a close look at this passage. “Then they brought little children to Him, that He might touch them; but the disciples rebuked those who brought them. But when Jesus saw it, He was greatly displeased and said to them, Let the little hildren come to Me, and do not forbid them; for of such is the kingdom of God. Assuredly, I say to you, whoever does not receive the kingdom of God as a little child will by no means enter it?”
Let us take a little time and examine Ephesians 6:1-4 and see if we can find the key priority when it comes to children and God through this passage. “Children, obey your parents in the Lord, for this is right. Honor your father and mother, which is the first commandment with promise: that it may be well with you and you may live long on the earth. And you fathers, do not provoke your children to wrath, but bring them up in the training and admonition of the Lord.” Now, let us see what Proverbs 22:6 has to offer. “Train up a child in the way he should go: and when he is old, he will not depart from it.”
So, how do we raise our children and when do we start training them? We know that going to Church with our children and doing Bible study and spending quality time with them is our main priority and in turn is a great thing that is leading them to the Kingdom of Heaven. How do we get them to trust us and when do we start training them?
When it comes to training our children and gaining trust it all starts from the day they were born and the first time you held that precious little infant in your arms and close to your heart. When they felt the warmth of your body and saw the affection and kindness that came in abundance for them, they knew it was true love from the start. Then in turn they put their full trust in you with the knowledge that you would always be there and always be true. When they take their first steps with those little wobbling legs not knowing what would happen, they began to experience their first faith knowing that you would be there. Every time they fell down you were there to give them the encouragement that they needed to get back up and continue on.
Now that they are walking big and strong, you’ll find that they have problems distinguishing right from wrong. They come to you with all their problems even though small, they know they can count on you to lead them straight to God’s law. They find His ways very attractive because now you are keeping God’s laws all so active.
As they continue to keep vigorously seeking God’s law, you get the privilege of watching them grow wise and tall. Because you took the time to put down what you were doing no matter if it was important if even at all, you knew it was up to you to teach them the law. You had the understanding that their foundation had to be strong so you worked on their character to help them along. Even though their problems were small, look what you accomplished through Gods law. Your children are now healthy and strong. Give thanks to God for helping you to lead them along.
Your children now have the understanding and were loved from the start, so you now know this world won’t get hold of their heart. They will love God with full strength and all their heart and from God’s word they will never depart. All that they learned from their youth down through they will keep it in their heart whenever it is due.
The moral of this article is, when it comes to children and God is that we are all Gods children and when it comes to raising our children we should stick to God’s principles. What does it take to keep a herd of hungry jumbos each around three-metres tall and middling over four tons in weight off paddy fields? Explaines Shib Shankar Chatterjee with Prakash Mandal in this exclusive photo feature.
Villagers of Chapanala village area under Nagaon district of Assam are finding out that their economy is precisely hanging by a thread woven around their paddy fields to keep elephants away. The area touches the Chowang Reserve Forest interstate bordering Nagaon and Karbi Anglong districts respectively and falls on a prime ‘elephant migration route' or'‘elephant (movement) corridor'.
Officials of the Assam state forest department (wildlife division) said, “Due to massive illegal deforestation and encroachment wild elephants are facing a major food scarcity, which forces the wild jumbos to come out to the low lands from the hills and create man-elephant conflict. It has already caused havoc among the peasants as well as common people. Farmers are adversely affected and facing problem in crop (Rabi) cultivation as the wild elephants come out in force to paddy fields searching for food every year. Growing instances of 'man-animal-conflict' owing to habitat constraint have been troubling the villages of Goalpara, Karbi-Anglong, Sonitpur, Nalbari, Kamrup, Nagaon and Tezpur districts and its adjoining village areas. Consequently, 265 ‘Wild Asiatic Elephant' have been killed as retaliation by angry humans since, 2001, while furious villagers have killed 18 pachyderms in the year 2006. Moreover, 239 individuals died from the attack of wild jumbos in the past 15 to 20 years".
According to the Indian forest department, apart from the aforesaid reason, around 39 jumbos were killed by train in Assam during the year 1997 to 2007, while in the same period, 24, 21, 15, 15, 5, 4, 3, 2 elephants were killed in West Bengal, Uttarakhand, Jharkhand, Tamilnadu, Uttar Pradesh, Orissa, Kerala and Karnataka, respectively.
Destruction by the elephants reached such a degree that able-bodied males of these villages would invariably pack off the women, children and the elderly to safer places by the start of autumn, generally the time when elephants come down the hills of the Karbi Anglong district. This year, however, there has been an exception thanks to the 'thread trick' employed by a local wildlife group named Green Guard. The trick involves fencing paddy fields with threads measuring up to 100-metres, hanging on them tiny bells that are in turn connected to vacuum horns kept in makeshift watchtowers nearby. When an elephant touches a thread, the bells and horns go off to produce a din which the animal finds intolerable, and the people thus alarmed also add to the noise.
“We have seen and then brought and implemented this particular idea following a test at Zambezi Valley of Zimbabwe four years ago. But, while wires and 'electronic bells' are used in the Zimbabwe project, we chose threads and vacuum horns to cut down on the cost", disclosed Seemanta Goswami, an activist of Green-Guard, who further revealed that the experiment has proved to be successful.
The chief wildlife warden of Eastern Indian State, Assam, M. C. Malakar admitted, "The man-elephant conflict was beginning to get out of hand, and cost-effective experiments to prevent such conflicts are welcome. The Indian Forest department has been encouraging new strategies to cut down the numbers of human-elephant conflicts".
In 2006, Assam State Forest Department used 'threads to keep elephants at bay' but the success was limited. In 2007, another trick had been played by the department i.e. world's hottest chili to keep elephant at bay. The departments of the Forest & Environment Ministry, Government of India (Assam State sector) also are erecting 'hot (Chili) fences' around paddy fields and agricultural farms in a bid to decrease man-elephant clashes.
Assam State Forest Department, in association with World Wide Fund for Nature (WWF)-India, has erected 'chili fencing' around the cultivated areas in Balipara area of Sonitpur district of Assam, which is the hot bed or den as well as a highly sensitive region for Asiatic Elephant and their corridor. It is a fact that chili fencing is a cheaper, safer and eco-friendly substitute to 'electric fencing'.
A chili fencing needs coating wires strung around elephant-repeated paddy-fields with powdered 'Bhoot Jolokia'. Bhoot Jolokia (ethnic chili) is an agricultural product of the state. Bhoot (an ethnic term for anything with a Bhutanese origin) Jolokia is the world's 'hottest' chili measuring at about 01,001,304 scoville heat units, almost twice as hot as the previous reigning beater, the Red Savina habanero at around 05,80,000 units according to the record books. In the year, 1912, the Scoville scale was developed by a pharmacist which calculates the relative amount of water needed to neutralise the tanginess of a chilli pepper. An average Jalapeno, applied extensively in salsa, is around 10,000 heat units only. In this connection, the Forest & Environment Minister of Assam, Mr Rockybul Hussain, informed the State Assembly on 13thh November, 2007, "It is a fact that our department has begun work on this particular method - 'chili-smeared rope fencing'. This chili, which is locally known as Bhoot Jolokia are too hot even for the Asian Jumbos and our department is banking on the achievement of this pilot to reduce the man-animal conflicts. Grease and hot pepper oil prepared from Bhoot Jolokia are mixed and applied to the rope fencing. The grease acts as a waterproof coating and the instant jumbos get in contact with the thread greate annoyance is caused to the animals".
In the past, the peoples of Northeast Indian hamlets drove the elephants away by 'beating drums' or 'bursting firecrackers'. However, now the villagers often poison, electrocute or trap (in big dig covered with leaves and tress) the marauding jumbos. However, the innovative technique was effectively used in the Niassa province of Republic of Mozambique, a region identified as man-elephant conflict zone.
Legislators of the Assam state legistlative assembly also raised the issue of repeated elephant attacks in Majuli, the world's largest (populated) river island of the world’s mighty red river Brahmaputra, which is originated from Tasangpo of the Himalaya.
'Man-elephant conflict' has taken a serious turn due to a) large- scale illegal encroachment, b) destruction of elephant habitats, c) hindrance on elephant migrating routes due to illegal human habitations, d) new tea-gardens, railway-tracks and paddy-fields covering lands on elephant corridors and e) huge forest destruction for 'Jhum' and other cultivation which has created food scarcity for this peaceful animal.
"Our department has asked the World Wide Fund for Nature (WWF) to copy our pilot project of chili fencing in a massive way in densely elephant population areas, which are in danger to jumbo depredation. We have even assured the WWF that the Assam State Government was ready to help in all possible ways if such a project was started like the one in Mozambique……",
“We are trying our best to handle the situation. The dilemma is beyond conservative control. We have already sought assistance from international specialists about the same, but the problem is that no political parties help to tackle the illegal encroachment of the elephant corridors for their vote-bank politics. Many of the Assam state's legislators are reportedly accused of settling illegal migrants on the reserve, proposed reserves, forestland as well as the animal corridors. Even, the poachers in connivance with some opportunist 'Gaon Burah' (village headman)s have illegally caught and sold out the elephants to the tea gardens and other private organizations, like zoo", claimed the environmentalists.
Notably, the Northeast India has the world's largest thickly population of wild Asiatic Elephants. In this connection, on 31st August, 2010, the Indian Environment Minister, Jairam Ramesh said, "There were over 25,000 elephant in the country, including 3,500 in captivity in zoos and temples, particularly in southern and north-eastern parts of the country. In this context, Wildlife (Protection) Act would be amended to pave way for setting up of National Elephants Conservation Authority (NECA) on the lines of the NTCA, which has been constituted for the tiger conservation, as suggested by a 12-member panel board."
It is a fact that the India is home to an estimated 25,000 wild Asiatic jumbos but their numbers are fast depleting due to poaching, loss of habitat and also train accidents, particularly in eastern and northeastern states. It is a fact that the elephants are considered sacred in Hindu-majority India and in earlier in September, 2010, the Indian Environment & Forest Ministry declared them a 'national heritage animal' that should be given the same protection as the endangered tiger. It is also noted that on 22nd September, 2010, the Hindu community of India celebrated the end of an 11-day annual festival marking the birth of 'Lord Ganesha', the revered elephant-headed god.

Villagers of Chapanala village area under Nagaon district of Assam are finding out that their economy is precisely hanging by a thread woven around their paddy fields to keep elephants away. The area touches the Chowang Reserve Forest interstate bordering Nagaon and Karbi Anglong districts respectively and falls on a prime ‘elephant migration route' or'‘elephant (movement) corridor'.
Officials of the Assam state forest department (wildlife division) said, “Due to massive illegal deforestation and encroachment wild elephants are facing a major food scarcity, which forces the wild jumbos to come out to the low lands from the hills and create man-elephant conflict. It has already caused havoc among the peasants as well as common people. Farmers are adversely affected and facing problem in crop (Rabi) cultivation as the wild elephants come out in force to paddy fields searching for food every year. Growing instances of 'man-animal-conflict' owing to habitat constraint have been troubling the villages of Goalpara, Karbi-Anglong, Sonitpur, Nalbari, Kamrup, Nagaon and Tezpur districts and its adjoining village areas. Consequently, 265 ‘Wild Asiatic Elephant' have been killed as retaliation by angry humans since, 2001, while furious villagers have killed 18 pachyderms in the year 2006. Moreover, 239 individuals died from the attack of wild jumbos in the past 15 to 20 years".
According to the Indian forest department, apart from the aforesaid reason, around 39 jumbos were killed by train in Assam during the year 1997 to 2007, while in the same period, 24, 21, 15, 15, 5, 4, 3, 2 elephants were killed in West Bengal, Uttarakhand, Jharkhand, Tamilnadu, Uttar Pradesh, Orissa, Kerala and Karnataka, respectively.
Destruction by the elephants reached such a degree that able-bodied males of these villages would invariably pack off the women, children and the elderly to safer places by the start of autumn, generally the time when elephants come down the hills of the Karbi Anglong district. This year, however, there has been an exception thanks to the 'thread trick' employed by a local wildlife group named Green Guard. The trick involves fencing paddy fields with threads measuring up to 100-metres, hanging on them tiny bells that are in turn connected to vacuum horns kept in makeshift watchtowers nearby. When an elephant touches a thread, the bells and horns go off to produce a din which the animal finds intolerable, and the people thus alarmed also add to the noise.
“We have seen and then brought and implemented this particular idea following a test at Zambezi Valley of Zimbabwe four years ago. But, while wires and 'electronic bells' are used in the Zimbabwe project, we chose threads and vacuum horns to cut down on the cost", disclosed Seemanta Goswami, an activist of Green-Guard, who further revealed that the experiment has proved to be successful.
The chief wildlife warden of Eastern Indian State, Assam, M. C. Malakar admitted, "The man-elephant conflict was beginning to get out of hand, and cost-effective experiments to prevent such conflicts are welcome. The Indian Forest department has been encouraging new strategies to cut down the numbers of human-elephant conflicts".
In 2006, Assam State Forest Department used 'threads to keep elephants at bay' but the success was limited. In 2007, another trick had been played by the department i.e. world's hottest chili to keep elephant at bay. The departments of the Forest & Environment Ministry, Government of India (Assam State sector) also are erecting 'hot (Chili) fences' around paddy fields and agricultural farms in a bid to decrease man-elephant clashes.
Assam State Forest Department, in association with World Wide Fund for Nature (WWF)-India, has erected 'chili fencing' around the cultivated areas in Balipara area of Sonitpur district of Assam, which is the hot bed or den as well as a highly sensitive region for Asiatic Elephant and their corridor. It is a fact that chili fencing is a cheaper, safer and eco-friendly substitute to 'electric fencing'.
A chili fencing needs coating wires strung around elephant-repeated paddy-fields with powdered 'Bhoot Jolokia'. Bhoot Jolokia (ethnic chili) is an agricultural product of the state. Bhoot (an ethnic term for anything with a Bhutanese origin) Jolokia is the world's 'hottest' chili measuring at about 01,001,304 scoville heat units, almost twice as hot as the previous reigning beater, the Red Savina habanero at around 05,80,000 units according to the record books. In the year, 1912, the Scoville scale was developed by a pharmacist which calculates the relative amount of water needed to neutralise the tanginess of a chilli pepper. An average Jalapeno, applied extensively in salsa, is around 10,000 heat units only. In this connection, the Forest & Environment Minister of Assam, Mr Rockybul Hussain, informed the State Assembly on 13thh November, 2007, "It is a fact that our department has begun work on this particular method - 'chili-smeared rope fencing'. This chili, which is locally known as Bhoot Jolokia are too hot even for the Asian Jumbos and our department is banking on the achievement of this pilot to reduce the man-animal conflicts. Grease and hot pepper oil prepared from Bhoot Jolokia are mixed and applied to the rope fencing. The grease acts as a waterproof coating and the instant jumbos get in contact with the thread greate annoyance is caused to the animals".
In the past, the peoples of Northeast Indian hamlets drove the elephants away by 'beating drums' or 'bursting firecrackers'. However, now the villagers often poison, electrocute or trap (in big dig covered with leaves and tress) the marauding jumbos. However, the innovative technique was effectively used in the Niassa province of Republic of Mozambique, a region identified as man-elephant conflict zone.
Legislators of the Assam state legistlative assembly also raised the issue of repeated elephant attacks in Majuli, the world's largest (populated) river island of the world’s mighty red river Brahmaputra, which is originated from Tasangpo of the Himalaya.
'Man-elephant conflict' has taken a serious turn due to a) large- scale illegal encroachment, b) destruction of elephant habitats, c) hindrance on elephant migrating routes due to illegal human habitations, d) new tea-gardens, railway-tracks and paddy-fields covering lands on elephant corridors and e) huge forest destruction for 'Jhum' and other cultivation which has created food scarcity for this peaceful animal.
"Our department has asked the World Wide Fund for Nature (WWF) to copy our pilot project of chili fencing in a massive way in densely elephant population areas, which are in danger to jumbo depredation. We have even assured the WWF that the Assam State Government was ready to help in all possible ways if such a project was started like the one in Mozambique……",
“We are trying our best to handle the situation. The dilemma is beyond conservative control. We have already sought assistance from international specialists about the same, but the problem is that no political parties help to tackle the illegal encroachment of the elephant corridors for their vote-bank politics. Many of the Assam state's legislators are reportedly accused of settling illegal migrants on the reserve, proposed reserves, forestland as well as the animal corridors. Even, the poachers in connivance with some opportunist 'Gaon Burah' (village headman)s have illegally caught and sold out the elephants to the tea gardens and other private organizations, like zoo", claimed the environmentalists.

Since Tuesday night, scribes had ceased work and hence no newspapers hit the stand for the second day today.
Scribes today staged the protest rally from the Press Club and marched towards the Chief Minister's office.
A memorandum was submitted by the All Manipur Working Journalists Union (AMWJU) to the chief minister requesting assistance in resolving the crisis.
After submitting the memorandum the scribes assembled at Keishampat and staged a sit in protest.
The scribes have decided to continue the sit in protest until the matter was resolved.
For the entire month of October, newsmen had been facing pressures from militants to publish their news items and two groups had been asking the media houses to publish only their side of the story.
On October 17 last, all journalists had ceased work to discuss the matter organised by All Manipur Working Journalists' Union (AMWJU) at Press Club.
Another meeting was also held yesterday. Kangleipak Communist Party (Mobile Task Force-Kesho Meetei) cadres were allegedly involved in pressuring the scribes.
Cadres of the outfit also reportedly visited some media offices in Imphal and threatened the editors.

Imphal, Oct 28 : Construction of new roads and upgradation of certain inter-village routes in Manipur under the Centrally sponsored schemes such as Pradhan Mantri Gram Sadak Yojana (PMGSY) has started to change the lifestyles of several villagers.
“The recent construction of a road in between Sugunu and Sekmaijin villages has helped the villagers to change their lifestyles upto a certain level”, a senior official of Manipur State Rural Road Development Agency (MSRRDA) said while interacting with The Assam Tribune here.
The 40.5 km road between Sugunu in Thoubal district and Sekmaijin village in Imphal West district which was upgraded under PMGSY since the last four years now connects at least a dozen villages of the two districts.
Thus the villagers of Laphupat, Tera, Warukok, Phoubakchao, Sekmaijin and those remote villages under Sugunu Assembly constituency now could have a joyride with those mini-bus and jeep plying along the newly developed route, the official of MSRRDA added.
MSRRDA is the implementing agency of the Centrally sponsored PMGSY schemes in Manipur. PMGSY is a 100 per cent Centrally-sponsored scheme to provide road connectivity in rural areas.
So far the agency has managed to connect 190 villages in Manipur by constructing new roads besides upgrading the existing roads under the scheme. But it targets to connect not less than 500 villages of the State by constructing new roads covering a total distance of 3,160.86 km till the end of its seventh phase.
Till end of September this year, the construction firms under the State’s implementing agency has completed 664 work packages out of allotted 1,023 with an expenditure of around Rs 42,732 lakh, according to an achievement report of MSRRDA.
In Manipur, as per the national guideline – a work package under PMGSY means construction works worth Rs 5 crore only..“As a result we took up the Sugunu-Sekmaijin road under four sections (four work packages)”, the official further informed.
The works were taken up as per the recommendation from the government including the State MLAs and MPs. But the officials here in Manipur are facing various forms of difficulties while implementing the schemes mostly in the valley districts compared to hill districts as the community participation in the valley is low so far, local sources said.
Though villages with population of 500 and above were covered in the initial phases, but it was later extended to villages with a population of 250 in the following phases, the sources added.
The Government India targets to construct 3.68 lakh km new roads besides 370,000 km of upgradation and renewal to provide connectivity to unconnected rural habitations as part of a poverty reduction strategy at a cost of about 26 billion US dollars. -AT

Guwahati, Oct 28 : Amidst growing security concerns following intelligence inputs on links between the Maoist rebel groups and the militant outfits active in North East India, the security agencies have come across a joint declaration where the Maoists and the Revolutionary People’s Front (RPF) of Manipur agreed to “honour and support the sovereignty of India and Manipur”.
The joint declaration, signed by secretary general of the RPF, S Gunen and Alok, a leader of the CPI (Maoist) said that both sides would extend moral and political support to each other in their liberation struggles to “overthrow the common enemy, that is Indian reactionary and oppressive regime.” Both sides also agreed to honour the territorial integrity of Manipur and India. The organizations strongly criticized the Government of India and agreed to consolidate friendship and work hand in hand.
On their part, the Maoists condemned the annexation of Manipur in India and claimed that the merger of Manipur with India was illegal and the people of Manipur have been opposing the same. The CPI (Maoists) has fully supported the “revolutionary movement” of Manipur for liberation.
The RPF has extended support to the movement of the Maoists and expressed the view that the downtrodden people of all over India are facing suppression from the “reactionary regime of India”. The joint declaration has a brief account of the struggle of the Maoists since 1969 and said that the RPF would fully support the ongoing struggle to overthrow the regime to bring “victory to the people of India”.
The PRF made it clear that the common people of India are not the enemies of the people of Manipur. “In fact, the common people of India are under-privileged and downtrodden and they are also suffering under the semi feudal and semi colonial regime of India.”-AT

JIRIBAM, Oct 25: The Kuki Students’ Organisation (KSO), Tamenglong-Jiri Zone has decried the alleged act of selling away PDS rice meant for Tamenglong district by some unscrupulous agents at Jiri market, reports our correspondent.
Taking strong exception to such criminal acts of forfeiting PDS items meant for underprivileged people, the student body urged upon concerned authorities to conduct an enquiry and award befitting punishment to all those found guilty.

Speaking to media persons at Saikul today, KSO Saikul Block president Thongjalun Mate condemned the act of making demands from passenger vehicles plying between Imphal and Saikul by some unidentified armed persons.
He also appealed to all concerned to stop making demands from the transporters. Meanwhile, the Imphal-Saikul Road Bus Owners’ Association has appealed to the authority concerned to repair worn out portions of the road and also to fill up the depressed portions between Sagolmang and Leitanpokpi.

All India Congress Committee president and United Progressive Allian-ce Chairperson Sonia Gan- dhi would be coming to Im-phal along with Union Tou- rism Minister Kumari Selja on November 4 to inaugu-rate various projects includ- ing the newly constructed three markets of Khwairam-band Bazar as well as lay the foundation stone for some other projects.
According to an official source, in all the stone pla-ques which are being made for the inaugural as well as the foundation stone laying ceremonies, November 4 has been etched and the departments involved in con- structions and beautification of Imphal have been gi- ven the deadline for completing their works in time.
The source said that upon her arrival at Imphal Tulihal Airport on November 4, UPA Chairperson Sonia Gandhi and Union Tourism Minister Kumari Selja would be flown to Khuga Dam Project site in Churachandpur district in a helicopter for inauguration of the controversy-marred project.
After inaugurating the Khuda Dam, they would fly back to Kangla from where they would go to the Congress Bhavan for inaugu- ration of the newly constructed annexe building and unveiling a statue of Mahatma Gandhi.
From there again, they would go to Sahid Minar at BT Park to lay floral wreath to Manipuri war heroes.
After laying the floral wreath, Sonia Gandhi would inaugurate the three newly constructed markets of Khwairamband Bazar.
Later on, she would address a public meeting at the nearby Mapal Kangjei-bung.
From Mapal Kangjei-bung, she would then inau- gurate the newly construc-ted Tribal Market at Lambu- lane and the Muslim Girls’ Hostel at Hatta as well as lay the foundation stone for Manipur Campus of the In-dira Gandhi National Tribal University and development of INA complex at Moirang as a tourist destination at an estimated cost of Rs 25 lakhs.
In the backdrop of hectic preparations being made for inauguration of the three market complexes of Khwai-ramband Keithel built under Urban Development Ministry, the Khwairamband Keithel Management Committee held a meeting today on seat arrangement. The Chief Minister is the Chairman of the committee. The three newly constructed market complexes would have 4000 vendor seats.
The meeting presided by the Chief Minister was also attended by the IFC Minister, PDA Chairman and other relevant officials.
Lambulane bodies object
IMPHAL, Oct 25 : The Tribal Youth Club, New Lambulane Area Nisha Bandh, New Lambulane Welfare Committee and the Tribal Women Association, New Lam-bulane Area have raised strong opposition to the suggestion that the tribal market being built at New Lambulane, Imphal East district be named Rani Gaidiliu Market,
In separate press releases, these New Lam- bulane based bodies pointed out that Manipur is inhabited by as many as 34 scheduled tribe communities and each of these tribes have their own leaders, legendary or mythical figures of freedom fighters.
As such, naming a public property under the banner of a particular community will not serve the interest of tribal communities in totality.
They further asserted that since the beginning of the market construction process, it was agreed that the upcoming market be named Tribal Market and this was the most consensual and appropriate name.

From Mapal Kangjei-bung, she would then inau- gurate the newly construc-ted Tribal Market at Lambu- lane and the Muslim Girls’ Hostel at Hatta as well as lay the foundation stone for Manipur Campus of the In-dira Gandhi National Tribal University and development of INA complex at Moirang as a tourist destination at an estimated cost of Rs 25 lakhs.
In the backdrop of hectic preparations being made for inauguration of the three market complexes of Khwai-ramband Keithel built under Urban Development Ministry, the Khwairamband Keithel Management Committee held a meeting today on seat arrangement. The Chief Minister is the Chairman of the committee. The three newly constructed market complexes would have 4000 vendor seats.
The meeting presided by the Chief Minister was also attended by the IFC Minister, PDA Chairman and other relevant officials.
Lambulane bodies object
IMPHAL, Oct 25 : The Tribal Youth Club, New Lambulane Area Nisha Bandh, New Lambulane Welfare Committee and the Tribal Women Association, New Lam-bulane Area have raised strong opposition to the suggestion that the tribal market being built at New Lambulane, Imphal East district be named Rani Gaidiliu Market,
In separate press releases, these New Lam- bulane based bodies pointed out that Manipur is inhabited by as many as 34 scheduled tribe communities and each of these tribes have their own leaders, legendary or mythical figures of freedom fighters.
As such, naming a public property under the banner of a particular community will not serve the interest of tribal communities in totality.
They further asserted that since the beginning of the market construction process, it was agreed that the upcoming market be named Tribal Market and this was the most consensual and appropriate name.

The State Government’s apathy towards the 50-bedded hospital is glaringly vi- sible. All the equipment and instruments available at the hospital are simply rusting as they are worth nothing.
Moreh Hospital and its equipment are unable to ser-ve the people of Moreh town in any meaningful manner.
Initially, when the hospital was constructed people have high hopes that it would cater to the health service requirements of not only Moreh but also neighbouring towns of Myanmar, and that it would promote people to people contact between Manipur and Myanmar.
At present, there are only three doctors in the 50-bedded hospital.
With Moreh Hospital simply standing like an antic structure, people have started questioning whe-ther the hospital was built to present as a showpiece to central leaders coming to the border town.
Right from the inaugural day, the hospital has not been functioning in its true sense. The X-ray machine broke down not long after the hospital was inaugurated and it has been many years since the machine became non-functional.
Under such circumsta-nces, people have started questioning sincerity of the SPF Government regarding its claims for equitable development in both the hills and valley.

Imphal, Oct 24 : An 11 year old Class V student of Catholic School, Canchipur, Baby Lalrilu was sick and hospitalised at the Regional Institute of Medical Sciences (RIMS) Hospital here on June 27 following a complaint of high fever and unconsciousness.
But unfortunately Baby Lalrilu, the only daughter of a young Rongmei widow Luma, 39, a resident of Langthabal Chingkhong village in Imphal West district, passed away the following day.
The family of the child including grandmother Pantiguru, was unaware of the cause of the death. “We still don’t know what kind of disease had attacked our grandchild”, Pantiguru said.
The family and the State Health officials remain clueless about the cause of the disease until the Regional Medical Research Centre, Dibrugarh and National Centre for Disease Control , New Delhi confirmed that her blood samples tested positive for Japanese encephalitis. Thus, the State Health department’s surveillance report identified her as one of the victims of Japanese Encephalitis outbreak in the State.
A day after, another baby Fankiya, six, of Lilong Tureal Ahanbi village in Thoubal district also died three days after her hospitalisation following similar symptoms.
Last year, Fankiya’s locality had witnessed outbreak of an unknown disease. “One 12 year old girl and 28 year old man were hospitalised due to the unknown disease”, Fankiya’s father Fariduddin recalled.
Even though the victims of the epidemic were mostly young children, a visit to another victim Haobijam Mema, 45 at Sawombung Wairi-Khundrakpam village in Imphal East district indicated that it does not spare adults as Mema had a similar history behind the cause of his death.
As many as 34 persons were officially reported dead in Manipur due to similar syndrome of Japanese Encephalitis within July last. Most of the victims, including the first three victims – M Sanathoi of Irengbam village, Salam Naocha of Loktak project both from Bishnupur district and Bharat of Kangpokpi under Senapati district, lived in the periphery of rice fields.
State Malaria Office, however, claimed that the actual death toll because of the Japanese Encephalitis epidemic was just nine while around 60 suspected cases were given symptomatic treatment though Acute Encephalitis Syndrome (AES) epidemic had claimed 15 lives during the outbreak.
Even if the disease was cyclical in it’s appearance, no Japanese Encephalitis cases were reported in 2005 and 2006. But the State recorded a single case in 2007 followed by four other suspected cases in 2008. Last year, around 64 suspected cases were detected, but there was no report of any casualty due to the epidemic unlike in the current year.
The overall situation of the State has shown a substantial increase in total malaria cases from 708 to 1,069 (51 per cent) in 2009 as compared with the same period in 2008. Interestingly, as an anti-Malaria measure, the State Malaria office distributed 3,09,718 mosquito nets treated with insecticides last year.
But it was quite a surprise for the common man to hear how the dreaded epidemic appeared all of a sudden in Manipur. The State is no more a place of pleasant weather or cold place anymore”, Kh Meghachandra, Officer in Charge of Meteorological (MET) Office, Imphal said. “It would be interesting if one observes the rainfall pattern of the State for the last few years”.
Unlike the last decade, summer is refusing to end in Manipur with MET office unable to predict little or more rain even in the peak monsoon months. Manipur recorded actual rainfall of 594.7 mm during last year’s monsoon (June to September) against this year’s rainfall of 801.1 mm. In 2008 monsoon, the State recorded rainfall of 625.3 mm.
Although the State experienced a drought last year, it seemed the State had enough rain this year. This year’s early monsoon helped the germination process of rice across 1.68 lakh hectares of cultivable land out of State’s 1.90 lakh hectares of agricultural land since early June.
As a result, most of the rice fields both in the valley and hills of the State, besides the urban area, have enough stagnant water which happened to be the best breeding ground of Culex, a mosquito species that spreads Japanese Encephalitis. “So the chances of the outbreak ofthe disease is very high if there is early monsoon”, Y Krishna, Entomologist of the State Malaria office said.
T Kamini, a Biologist at the State Malaria Control Office, said the population of the Culex could increase when the stagnant water submerge the paddy fields.
So the mosquitoes breeding in the nearby rice field must have bitten the villagers particularly the children and spread the disease, a senior official at State Health Services Directorate observed. The climate change is a major factor for the outbreak of the epidemic this year.
Mushrooming of piggery both in the rural and urban areas is also another factor for the sudden rise of population of Culex as pig being one of it’s host animals, a senior researcher at the Department of Bio-technology in Manipur University said. “However, no study or investigation has been done so far”. The busy State Health officials are also yet to look into the matter.
A decade back, in Imphal, the maximum temperature was about 30 to 33 degree Celsius. But now it has climbed to 35-36 degree Celsius since last year. “This indicates that Manipur is warming up. This may directly or indirectly be related with the climate change and global warming”, the MET official said.
Though this kind of mosquito that spreads the epidemic couldn’t survive if the temperature goes down below 16 degree Celsius, they were very active in the warm temperature ranging from 20-30 degree Celsius, the Biologist explained. “That these mosquitoes have become active in Manipur means that the climate of the region has warmed up to some extent”.
The global warming affects insects and pests. Mosquitoes have migrated to higher altitudes and have adapted there. This poses new health problems. There will be more and more cases of mosquito related diseases earlier never heard of.
Not to speak of the valley, even the hill dwellers in Manipur’s Ukhrul district headquarter, 84 km north-east of the State capital Imphal have started to usemosquito nets since the last two years. “We have been using bed nets to protect ourselves from mosquito bites since last year”, AS Haorela, housewife at Ukhrul town said. “Earlier we never used it. But now some of the families even started to use ceiling fans”. This shows that hill stations such as Ukhrul is no more the cool place it used to be.
