Imphal, May 26: The first phase of elections to the six autonomous district councils in the five hill districts of Manipur was by and large peaceful despite the Okram Ibobi Singh government’s apprehension that violence could mar polling. Polling was held today in Sadar Hills of Senapati district, Naga community-dominated Chandel and Churachandpurdistrict that has a mixed ethnic community. Barring stray incidents of burning of election materials, polling passed off peacefully. In view of the boycott call given by the United Naga Council (UNC), the apex body of the Naga community in Manipur, the Ibobi Singh government made elaborate security arrangements to ensure and a free and fair election. While the response to the elections held after 20 years was overwhelming in Sadar Hills and Churachandpur districts, Chandel district registered low-key polling. The Chandel Naga Civil Society Coordination Core Committee, an apex body of the Naga civil society organisations, has called a 48-hour bandh in Chandel district since May 24 midnight throughout Chandel district to boycott the election.
Chandel today wore a deserted look with shops remaining closed and vehicles staying off the roads. Zaphou bazaar, the district headquarters , did not show any sign of election today. People stayed indoors and only a few voters belonging to the ruling Congress turned up to exercise their right to franchise. Only 176 voters of 952 cast their votes at Maha Union polling centre and only 42 voters cast their votes at Hnatham Lower Primary School.
When this correspondent visited Chandel today, most of the booths were empty. Elaborate security measures were taken in Chandel in view of the boycott of the election by the Nagas. The Ibobi Singh government rushed superintendent of police of Imphal East, Th. Radheshyam Singh, to Chandel district to assist the superintendent of police of Chandel, K. Radhashyam Singh.
