Joykumar in forefront to be DGP again after DPC

Imphal, March 11: The state government is most likely to conduct the sitting of Departmental Promotion Commitee (DPC) for the post of Director General of Police (DGP), Manipur on March 20, the extended date to the deadline given by the Central Administrative Tribunal (CAT), a highly reliable source said today.

The source also disclosed that the incumbent, DGP, Y Joykumar is most likely to retain the post after the DPC even though there are newspaper reports of searching for a qualified IPS officer to be the next DGP, Manipur.

“The search for a qualified officer for the post is only a routine work, which the government has to perform before the sitting of the DPC," the source maintained citing that the officers, who are in the list for participating in the DPC, are not sure of appearing in the DPC.
The only would-be-contender from the state is quite unlikely to be favoured by those who conduct the DPC as he has negative remarks as a departmental inquiry against him is pending.

Mention may be made that on the request of the state government, the CAT has extended the deadline for conduct of a fresh DPC for appointment of DGP which the CAT ordered in response to the petition filed before the Tribunal by Peter Ngahanyui, IPS, OSD (Home).

The CAT on February 5 last ordered the state government to conduct a fresh DPC for appointment of DGP within 30 days from the date of issue of the order. The government could not comply with the directive as it did not to get a certified copy of the ruling of the Tribunal
Behind the directive for conduct of a fresh DPC, the source said, there was a flaw on part of the Department of Personnel (DP), Administrative Reforms under General Administrative Department (GAD), Government of Manipur in the conduct of the DPC for the appointment of the present DGP, Y Joykumar, but not the result of the DPC. The authority failed to seal the result of the DPC, which is a must. However, the result was in the negative for the contender, i.e. Peter Ngahanyui, IPS, the sources revealed. He had also argued for entitlement of the pay scales of DGP.

The fact that the DP failed to keep the result under seal was the only reason behind the CAT's order for fresh conduct of the DPC.
Keeping in view of the prevailing circumstances, the incumbent DGP is most likely to be retained in his post after the DPC likely to be held on March 20.
